During the Civil War, both military and civilian passes were issued by the War Department for entering and leaving the city of Washington. Shown here is a rare surviving Civil War pass – most were discarded after use. This civilian pass was issued on January 17, 1865, to two boys, H.W. Walbridge, and George Scidmore. The pass allowed them to cross the Aqueduct Bridge in Georgetown, D.C. into Alexandria County, Virginia to skate and play. On the reverse side is a printed oath of loyalty to the U.S. government and the Constitution that was to be signed by the pass holders.
